Regarding Saltwater as fuel...

There's nothing to regard.

WATER doesn't burn.

You can electrolyse water to hyderogen and oxygen which DOES burn but you get
less energy back from the burning gases than it 'cost' in electricity for the
electrolysis.

Altogether a very stupid idea.

Regarding Saltwater as fuel...

There appears to be some group participants with strong Chemical
Engineering background... I am hoping one or more of them can dumb
down some answers to the following questions, so I too can understand
them...

1) Why does the water burn? Is it oxygen or hydrogen or something else
that is igniting? Is it spontaneous combustion?

The nephew of a freind of a freind of mine is a fire fighter, I asked
my freind to tell his freind to ask his nephew if he knows something
like this about burning water, as soon as I get the answer, I will
transmit it to you. It can take a while, the freind of my
freind's wife's mother is not in very good shape, so the freind of
my freind does see his nephew very often.
2) How much energy does it take to sustain the flame - not get it
started but sustain it after it ignites?

A gran gran uncle of my brother in law was a candleman, once he told
him that it was linked to wind speed. A very good freind of my wife
who prentends to have participated in extinguishing Koweity oil wells
in the early 1990, told me that big big fires cannot be blown off by
wind or even explosions ... so go figure.
3) In comparing other forms of fuel - would it cost more to convert
saltwater to flames or pull oil out of the ground, send it to a
refinery; refine it; distribute it locally and then ignite it with an
electical spark?

My humble opinion is that both are very good.
4) Can high frequency radio waves be created using mobile parts /
systems or are they so power dependent that they must be stationary
and connected to a grid?

As thunderstorms causes noise in radio, making a lot of noise should
create waves, you could try hammering an old *empty* oil barrel and
see if it has that same effect on your radio. If it works, you could
motorised the hammer ? Just a freindly suggestion.
5) Can solar energy be used to power a radio wave generator to burn
saltwater?

Here, I really dont know, sorry.
6) There's hydrogen and Oxygen in plain water also, why does it
require salt to ignite? Or does it?

Because water is polar, thus very cold, adding to salt in water
melts the polar and it can then burn.
7) Could Saltwater "refinerys" be constructed that convert large
amounts of saltwater into a burnable gas and then distribute the gas
for consumption at better economys of scale? Or is oil refining a
cheaper process?

Here again both solutions are excellent and recommended by the
World New Energy Council.
8) How many cubic feet of hydrogen (or whatever it is) gas equates to
a single gallon of gasoline?

It depends on how many hydrogen you drop in your cubic foot ; and,
as you cant equate apples and bananas, you cant equate gasoline and
salted hydrogen. Just to help you, I would say best two for one half
of the second.
9) What would the price be for a unit of the gas that equals the same
amount of energy as a gallon of gasoline?

My brother in law says he could sell you eleven unit of gaz at
the same price as a gallon of gasoline, he too tells me to tell
to hurry up, price are getting higher and higher for salt depleted
hydrogen solidified gas.
10) If electricity were abundant at an affordable price (think
nuclear) , would saltwater fuel in gaseous form be viable?

Electricity is very thin, you cant even see it, so it will very
probably never be abundant or cheap. Abundant cheap electricity
is a myth cultivated by ignorant idiotic morons.
Caveat - I know how dumb I am and don't need to be reminded by a 4.0
moron still living with his mother.

Too many twisted persons in these groups, I agree.
If you can help me rationalize and understand the answers to the
questions above - It would be greatly appreciated.
