I've got xbox 360 from US, Amazon. But I live in a country where the voltage of electric power is 220v where the power supply only supports 110-127v. I don't know what to do, I've visited one tech guy and he told me that he is able to do something and it would cost me like $35 or 25 euros. Are there any better ways I can do this? Thanks!

try finding that same product somewhere over there, I know that they sell them, try at a tourist shop, or hotel or something

Are you from USA? Can you re-ship it for me? I will cover the shipping fees.
Also,

I've been told that if the step down transformer is not good quality, he can let the 220v pass through the power supply and destroy my Xbox. Is this true? Is this one with good quality? I

Do your own research. Find a step down transformer locally.

As for letting the 220V through, well they are designed NOT to do that.

The most important thing is that you get one of sufficient power rating to allow it to power the x box.
