Trying to fix an electronic card ( speed variator)

Hello everyone am new to the forum and seriously i need help on some cards .

So i have a card to fix , after looking at it i found out that the transformer output pins are covered with carbon , clearly its burned , i checked the condasator and its out of service .
Now how to repair the transformer ?, its a 230v to 9v/120v , and the wire is too thin to recoil easily .
In the other hand i got to check some ICs , 1 oscillator , 2 optocouplers , how to test them out of circuit and how to power them in orther to check if the the internal circuit is working ?

Any ideas on how totest the optocoupler ,ithas a LED and TRIAC inside .how to test them please,and BTW the TRIAC recieves the signal by infrared .
