Troubleshoot A Two Wire Magnetic Ballast

I have a circline fluorescent lamp that does not work with a new bulb installed. Power cable ohms out fine. The power switch ohms out fine. The magnetic ballast is basically two wires coming out of a transformer. There is 28 ohms across the wires. The glass starter assembly reads infinity across its two wires. What should I read on the ballast and starter?

If its the old aluminininniyumyum starter can just twist and unplug and short across its 2 internal starter sockets contacts for about 2 seconds with a 5cm length of insulated wire bared on both ends . . . . to see if the tube strikes . . . .. then it should stay lit if the tube and ballast are good.
That's what the real cheap-o units, without any starter, were doing with their press to start button.
