Just a idea . Would it be possible to create enough energy from water
running down a hill to create energy to power the house ? Waterwheel or
turbine ? Average rain fall of 3-4 inches a month .

Simple answer No.

Water power works by volume and height. More volume can make up some of the
height. Unless you save all of the rain fall in a tank from 30 acres your
not going to get much more than a light bulb or two. If it was easy
everyone who lived near water would do it.

I have to agree with you but that is a lousy argument. 90% of the ideas put
forth (even here) never get implemented and you are dealing with a fairly
proactive/creative crowd here.
