DRC file, technology file, CADENCE

Does anyone know how Cadence platform (icfb) interprets DRC files,
layer definition files, or technology files and performs a DRC check
if I am using a specific technology, say AMS 0.35um?
How can I make Cadence Virtuoso Tool use a DRC file created by
me(lambda-based rules), not by a specific vendor? I know that vendors
supply some kits to be used in design platforms and once you install
them, you just type something and Cadence starts to work. What are the
steps to introduce a new technology(layer definition, new design rules
etc.)in Cadence software?
