Create components on Eage Cad

Hi,
is there someone with experience on creating
SMD library components (layout and pcb design)
for Eagle Cad?

I need to build the ST7540 (ST microelectronics)
packaged in HTSSOP28 and I have no idea about
how starting this work :-(
