Recharging 7.2V 700mAh battery circuit

I am working on a project and I have to build a rechargeable battery circuit to charge a 14 V battery (2 batteries) 6 Cell AA Nicd. I already have the rechargeable battery schematic, but it does not show the components' values. Is there a way to calculate these values or any method to find those values? Can someone explain the function or the process of the components used as well? Thanks

Is this a school/college project?
Where did you get that incomplete schematic?
What current and voltage control is it intended to provide?

Are they really NiCd, not NiMH batteries?

Properly charging NiMH/NiCd battery requires careful control of the charging current to achieve full charge with damaging the battery, as stated in this article.
The circuit you posted is unlikely to do that.
