rear wheel curb lights

I've been looking for a 12 volt circuit design for turn signal activated (and cancelled) rear wheel curb lights (not blinking). Any help or direction would be appreciated.

Is it legal?

To get a delayed turn off, you can charge a capacitor through a diode. The capacitor should have a resistor across it to disharge it after a time when there is no signal. This voltage could be connected to the gate of a fet which switches the extra lights.
