problem in fluorescent lamp with electromagnetic ballast

Hello
I want to control a fluorescent lamp using electromagnetic ballast with a remote control (pt2264) . I use a 333MHz wireless module and pt 2272 as a wave decoder. to make it cheaper I decide not to use any micro controller so I used two 74hc138 decoder IC and a 74ls109 latch IC. so when you press button 1 the lamp 1 is on and when press it again it turns off.

But there is a problem in its power supply.
when I use led lamps, it's fine. but when I use fluorescent lamp, sometimes goes wrong. for example when you command the light to turn on, it just blinks, relay active and after a short time( about 200ms) deactivate. when I measure the voltage of my circuit's power supply during this happens its vary from one time to another! for instance 7.7v, 3.5v ,9v and even 14v! I measured with a digital voltmeter and I guess we can see higher peak if I use an oscilloscope.

I used different switching power supplies(output: 5v) found in the market.

I upload some simple schematic may help.

The inductive start-up of the fluorescent lamp may be 'pulling' the supply - how are you feeding the system? Is the cable rated for the maximum in-rush current of the lamp? Does your PSU have decent filtering (input) and smoothing (output)?

Is the lamp and its ballast located close enough to the obviously unshielded electronics, for there to be an undesired electrostatic/magnetic coupling problem.
Of which, there would be none, if using LED's.
