Eagle (
www.cadsoft.de) is free for small boards (100x80mm), and has
everything a hobbyst needs.
Comercial suites like Protel, for example (not free) are bloated with
useless features for low-end hobbysts, like automatic distribution of
FPGA pins, fixed length tracks (the 'snakes' you see in motherboards and
fast video cards), capacitance correction, etc.
Eagle is pretty easy to use and not too expensive ($399 for the full
version) compared to US$7995 for protel...
