Need help identifying a object

Greetings everyone, I am new and looking for some help trying to identify a product.

I'm building a Cyberpunk diorama and have been looking for the use of electronics to make some neon-like signs. I found a company that makes them for model rail road hobbyists.

He seems to just place a transparent decal over a thin sheet of plastic that is lit up by... LEDs? I'm guessing. The sign is connected with a chip or plug (sorry I do not know the correct terminology) to a power source.

Here is the a example of the effect you get with this technique. Anyone have a clue what he is using or what it is called? not sure if I can post a link to his website.

Could it be an electroluminescent display of some sort?

Yeah, post a link to the web site. If there's any technical information there it may help in identifying what he's using.

Miller engineering? They say they're electroluminescent.
