Clearly a portable PC - of some kind......

Looks to be an early model but I see (I think) some UHF TV sockets which may mean it was used as a monitoring point for remote cameras - like pipe inspection equipment perhaps.

The only real way to determine its function would be to turn it on!

OS missing .. When I turn on he ask me a bootable dischete.. Thanks for answer.

Likely a DOS boot disk required. Can you source one or make one from another machine?

Can you access the BIOS at bootup? (might involve experimenting with various keys - hold down ESC, or SHIFT or F1 etc etc)

Yes I have acces in bios...

What does the BIOS tell you about the system? Processor? Memory? HDD (if any) etc. Can you post pics of the BIOS screens?

Looks like the HDD was removed - the BIOS is configured to auto detect the drive parameters but none are showing.
The CMOS battery is also flat.
You could boot it with a DOS disk but not get anywhere by doing so as there's nothing else to 'look at' or drivers for the hardware.
Suggest you configure a small HDD to boot win 3.11 and/or strip it down to see what the interface cards really are. You might be able to find software for them and also get an idea on what OS it is/was running.
Change the CMOS battery while you're at it.
