Homemade desk fan

Hi guys.
I want to try to make a desk fan from a PC cooler by connecting its wires to the ones of an appropriate adapter/charger so that it can be connected to a wall socket.
The fan model is Cooler Master R4-S2S-12AK-GP, 12VDC, 0.07A, 0.84W.
It is the VDC part that confuses me. I don't know as much about electronics as I would like to, so I'm asking you:
Will I be able to do it with 12V, 0.07(or more)A adapter by simply fusing black to black wire and red to red and can it be plugged into the wall socket safely?

Yes. A "12V" adapter puts out 12V DC unless it specifically says AC.

The adapter should be rated for more than 0.07A current though, mainly to give a safety margin. But that won't be hard to find.

And is there actually any difference between an "adapter" and a "charger"?

If you connect a DC fan to an AC source, it will just hum, and not turn.

An adapter just puts out a steady voltage. A "charger" as used with a laptop or cellphone does the same thing; the laptop or cellphone takes care of monitoring the battery charging process and stopping when the battery is fully charged. A "charger" as used to directly charge batteries is different; it includes the charge control logic.
