Unless you are going to be buying something like a fluke or something in that price range, "quality" will be pretty much the same these days.
A better way of choosing a meter would be to look at what you are trying to achieve with it and then choose one according to those specs.
If you can't afford a Fluke, take a look at some of the Agilent meters (or whatever they've chosen to call themselves today). Tektronics make multimeters.
