You assumed he meant ASK, which is as old as the hills, and yes it is
digital. That isn't what most people mean anymore when they talk
about "digital communications" or "digital transmitters," which always
include some kind of modulator for implementation. Nowadays that is
most often a multi-level signal applied to an IQ modulator since it
must support QAM, a "digital communications system" format. A
modulator that supports QAM is a far more generalized modulator, as I
can't think of any other scheme that would not be also supported if
QAM is supported.

Um, no. It was vague, as I pointed out. When people want ASK, they
usually don't even need to ask (pun), because it is so trivial to
implement. My assumption was that the trivial was not being asked, so
"an AND gate" would not suffice in any sort of general way. But I
suppose any range of question is theoretically possible, since the
answers sure are.
