Dell computer

I have a power supply problem with a Dell model MMP, power supply
#PS-5201-7D. I have checked every component on the B+ side. Iv'e
replaced IC-3845N with the closest substitute. I only have .20 volts
VCC on pin 7. I have desoldered many other compenents while checking
this voltage to see if it was being dragged down, but simply can't find
anything wrong. Anyone with any ideas please, I would be greatful.

I would order a new supply. These are very low in cost. By the time you
finish, not including your time, you may spend as much trying to fix it, as
buying one. If you count the time for a tech to do this, the estimate alone
would be worth the supply cost.
