Nope...
There is a big problem with this request, and that's lack of detail on your part, and personal preference from everyone else.

'best' could be least expensive but still responsive, or fastest, or longest battery life, etc... There are far too many variables, especially not knowing how you want to use it. Gaming, or just a basic phone...
Best bet, talk with friends / people around you in person to find what they like about their phone, or hop on IRC (freenode) and join #Android to see what other people prefer.
