I have an Acer M/N 71231 monitor you can have. In fact you can have the
complete pc, cd drives are buggered, the rest works fine. I am in SE Michigan.

This is from warn parts in the power supply and scan circuits. Most of the
time, the various electrolytic capacitors can cause this. An ESR meter is
best to check for the defective one, and then replacing them should fix the
monitor. It is also possible to have other types of components do this type
of defect as well. The caps are the most common fault.

Don't service this monitor yourself, unless you are aware of the safety
procedures, and have experience in monitor and TV service. You can give it
out for this type of service. If dedicated parts and service information is
required, Acer will not sell this. You would have to take the monitor to
their contracted authorized service rep.

Considering the low cost of monitors these days, I would replace it with
something that is much better. The new LCD panels are very nice to work
with. LCD panels are the only type of monitor I would buy for computer use.
