Does anyone know about that MCU?

PHILIPS 80A21 BP .....MAF....28-pin

I think it's something like 83C751/87C751 or 87C48 or 8748.
Probably it has 8x2Kb eeprom.

What programmer i would need to flash it?

I have an Intel databook from 1979 that describes a 8021 (Philips makes also
Intel processors); 1k mask ROM, 64 byte RAM, 8048 instruction set, no
provisions for an external ROM, so if the thing does not use where you need
it for, the component is pretty useless. They are often found in TVs. I can
send a scan of the databook if you want.
