XCS15W Board trouble reading .1 volts testing this transistor

Gents/Ladies: A little help, GOOGLE not helping much... I am trying to find the problem with a Schumaker car/boat battery charger. Not powering up anymore. I am measuring 0.1V drop between center pin and both edge pins of this device, even out of circuit... Not the usual 0.6V I was expecting....Does this mean this IC is bad? Also If anyone has the datasheet for this device bellow in the PIC...hard for me to read the part# but it looks like a CHN346??.....I also could use the schematics for the battery charger..Schumaker model XCS15W......Picture_CHN346.jpg

That's an STPS30M60, a schottky diode. Reading a voltage drop of 0.1V at low currents is perfectly reasonable.
