Is it customary to print labels on the backs of TO-94 packages? So the beveled edges are on the back? So the flat unlabelled side is where I should start counting the legs from the left?

You number the legs based on the shape of the package, not where the label is placed (the are unlabeled devices).

The best thing to do is to look in the product's datasheet which will typically show all the packages and label or otherwise describe the numbering.
