    How come . . .my one GOOD eye is seeing it as being an 0.0015 ufd X and Y safety rated disc ceramic capacitor with a 99.86/100th's percent chance of having no fault . . . if that black mark at the very top is being a QC inspectors black Magic Marker stroke.

    that was my initial thought too that it was a high voltage disc capacitor

    I too vote capacitor. This PSU has a fault and you're at the point of pulling components to troubleshoot?
