Troubleshoot an amplifier

I am trying to troubleshoot a hybrid tube amp; a Melos Triode 200 plus series. The amp is still working but the sounds is not great. At first, I thought the issue was the tubes, so I bought brand new tubes, and when I tried to install them, I noticed that several resistors with broken legs.

Is amp/board old second hand?
Many parts missing, broken off and whole PCB needs a good clean.
Zooming in, looks like valve bases oxidized (whitish film).
2 HV caps' tops look like "possibly" blown (picture).
(A) check caps
(B) servisol all metal contacts/pins
(C) wash dust off
