Start winding should be wires 1 and 4.
I believe IEC standard is Z1 and Z2 for start winding, but your Chinese motor seem to be using V1 and V2. I base this assumption on the diagram they furnished which jumpers are interested vertically or horizontally depending on rotation.
I sketched circuit on left but showed Z for start but in your case you probably want to land them on V terminal to match Chinese intent. See right side of sketch.

At this stage the 2 red wires are only connected to the CF. Sw in series.

For reverse direction do the jumpers connect 2 and 4
Could you draw in the drawing on the right where the capacitor are connected and the CF SW AND LINE IN AND NEGATIVE Connections.
I want to make certain that every thing is %100 to avoide any damage to the new motor.

15 Amp fuses and 15 Amp wirer connected to the motor.

Yes, only one jumper necessary if wired like my diagram.
It may not be physically layed out like Chinese manufacture wanted it terminated but it should work fine. I don't think their pattern is to IEC standard anyway.

The main takeaway it that the winding with the highest resistance should be the start winding. This winding should be in series with the 250uf cap and cf switch.

I have finished wirering the motor and am over the moon .
The motor runes the direction I required .
I have learnt a lot from reading and applying the procedures of the this Forman
