Two questions:

I'm attempting to replace a simple toggle switch with a programmable
switch for an outdoor 8' fluorescent light. The simple toggle switch's
wiring is shown below. What is black wire used for in the fluorescent
light?

+---------+
+----| Light |----+
| +---------+ |
| | |
White Black Red
| | |
| | | +----------+
| | +-----| |
| | | Switch |
| | | |
| | | |
| +---------------| |
| | +----------+
| |
White Red
(GND) (HOT)

If this helps any, I connected a multimeter to the black and red wires
of the light and measured a resistance of 4.2 ohms.

+---------+
+----| Light |--------+
| +---------+ |
| | |
White Black Red
| | ___________ |
+-| meter |-+

The new programmable switch has three wires. Is the following the
correct way to hook it up?

+---------+
+----| Light |----+
| +---------+ |
| | |
White Black Red
| | | Switch
| | | +-----------------+
| | +-----| Load (Blue) |
| | | |
| +---------------| Line (Black) |

+-------------------------| Ground (White) |
| | +-----------------+

White Red
(GND) (HOT)
