Peltier module problem?

Hey.
I am working on a mini fridge project with what I think is a broken peltier module.
It's TEC1-12706. From what I've heard about them they are not that efficient and draw a lot of current.
By the product description is should draw somewhere around 4,5A at 12V.
Mine is drawing 1.2A.
What do you think. Is it broken or is it some kind of a scam because it's from Ebay.

Does one side get hot and the other cold when power is being applied?

Has it been subjected to unusual shocks (e.g. being dropped)?

Depending on what you're using them for, Peltiers can be very efficient (for heating) and very simple.

Yes. One side gets hot and the other gets cold. I put the hot side on the heatsink and the cold side gets around -3celsius. It hasn't been dropped or anything at least by me.

Well, it seems to be working then, and by the sound of it, pretty well.

Perhaps they just put a working (but lower power) module in there.

This one on utube gets -7 degrees @3.8amp but it does not show the voltage.
Note the size of the fan forced heatsink.
They also make a note that it should not be fired up without a heatsink or it will burn.

My module is attached on a stock AMD Cooler, and I didn't run it without heatsink at all.
