We're currently toying with the idea of getting rid of some old
twin-head halogen emergency lights and replacing them with battery
backed fluorescent fittings with 5 or 6 foot tubes.

Any suggestions for a dependable UK source of such a beast where the
control module is already mounted inside a weatherproof fluorescent
fixture?

I can get the traditional weatherproof 5 foot fittings from Screwfix and
retrofit new emergency lighting gear, but it would be interesting to see
if anything is available off the shelf already or even get some thoughts
on the best brand of emergency ballast that is reliable when starting
tubes from cold. These might end up being maintained fixtures too which
would help with starting, but we've not fully decided yet.

These would only be in use during the summer months, so low temperature
starting is not an issue.

Any suggestions?
