I have four flourescent lamps that have 2 terminals (if thats what youd call them) on each end. i need to build whatever it is that regulates the voltage needed to power them, thanks.

I don't have enough money to buy one, how can I make one? The wattage is 40 each lamp.

it will be more expensive to make one !
and it wont last as long as one made by big industries..
anyhow if u interested in maing one google for the ballast that powers the lamp .. running fluoracent is not like runing an ordinary bulp or led.. its another beast..

As already stated you can't make one for the price you can purchase one... You can get a dual 40 Watt shop light for $10 on sale or about $20 regular price, that will have a ballast in there ready to go, and even the end connectors for the bulbs... Or you can get a ballast on Ebay for about $10...

You can run fluorescent on a joule thief too. Although you want a big one. Tricky to get right and still cheaper, longer lasting and more efficient to get a manufactured one.

Or get one of those plasma balls and you'll be able to light it with your fingers!

A fluorescent lamp of that type typically turns on at about 1100 volts and tapers down to 700 or 800 volts @ 50 or 60 mA. The two ends power a filament that will cause the starting voltage to decrease some. Playing around with these things can be dangerous. If you insist on doing this it was nice knowing ya.
