Depends on the main controller/driver device. If it is a simple 'segment driver' chip then it is perfectly possible. If the device is pre-programmed to drive the display as a clock (which seems quite likely given the central colon (seconds) character) then you won't be able to do it.

Probably from an old video player or microwave oven.

Can you show or tell us the device number?

Either way, it's a lot of trouble.... given there are simpler solutions available for a couple of $'s.

The issue with 7 segment displays is they are OK if you just wish to display purely a digital number, but if needing letters then you have to get creative.
Similar to commercial VFD's that use them and some of the instruction displayed are very cryptic.
As mentioned already, if a new application the Hitachi based HD44780 single/multi line displays are really cheap.

Ready-made 7-segment LED voltage/current displays (in a multitude of different LED colours) can be found at most Chinese suppliers (eBay, Banggood, Aliexpress etc) for as little as $2. They are as accurate as most people would ever require and too cheap to pass over.....

Feed them a supply voltage (3-30V) and apply your signal to be measured. Job done.
