MPLAB compatible PIC In System Programmer

Hello bit freaks,

i'm very new in the PIC world, but programmed some other controllers before.
I want to know if there is a public domain ISP programmer which is MPLAB
compatible; there is e.g. a design at www.olimex.com which should be ICD
compatible. IS there any info from microchip ?

There are thousands of PIC programmers in this world, but as i understand,
they do not support ISP and MPLAB. Am i right, or am i missing something ?

It's about incircuit programmer(s) and software that programs .HEX files as
made by MPLAB.
