Line tester

Sir,
How line tester glow With out circuit closing ? . ( In testing time I wear leather boots now tester point in supply source and also tester head touching my finger now this circuit open ? I am correct,.. )

Leather boots will be conductive, they may well be saturated with salty sweat.
A neon tester will light up due to capacitance if testing an AC supply and might flash intermttently on a DC supply if there is some leakage.

Actually circuit is closing.
Like duke noted,
it's the capacitance of your body and boots to the earth ground, the close the loop when testing mains line.
I would add that the neon bulb in your tester requires very little current to light-up.
