i want to take out my bettery from laptop and directly connect it to mains power. but in some part of day there is fluctuation in input voltage of ac adaptor. can it harm the laptop? what if input voltage fluctuate while battery is charching

Get a surge protector. You can buy multiway socket adapters with these built in. I recommend this for anyone using sensitive computer equipment. I lost a few HDDs to dodgy mains back in the day.

What is the point or purpose of removing the battery in the first place? For most laptops (less brand new models) you can get cheap 3rd party batteries on Ebay for chump change... I'm no going to say they are equal to the OEM battery but they will work just fine as a fill in battery while plugged in... And you might be surprised at how well the cheep knockoffs actually work... I had purchased one (extended mAH) for my old ACER laptop and it actually outperformed my expectations and became my primary battery...
