    You turn each LED on in varying degrees to make the desired color you want for each pixel in a display.

    how we turn on/off led and brightness as there are lacks of leds..

    I would suggest doing some independent research on DIY LED displays. It may be easiest for you to use the ws2811 LEDs and Strip LEDs.
    If this is a project you are working on, it will have an incredibly steep learning curve for you and you have not been detailed enough for anyone to help.
