This is just an odd statement. Spectral distribution may not be a
function of CRI, but CRI is certainly a function of spectral power
distribution. A spiky spectrum does have an impact on Ra.
It is one of those A is a function of B, but B is not a function of A.

You can't have two different lamps with same SPD to have the same CCT and
CRI, because they're a direct function of SPD.

However, you can have two different lamps with exactly the same CCT and
CRI, yet
have SPDs that looks totally different from eachother.
If all you meant was that you can have a low CRI from a spectrum with
little to no spikes, then that's what you should have said.

What I mean to say is you can't use CRI to represent SPD.
