getting power from USB during power-on

The spec requires no more than 100mA until device is configured. Then it
allows to consume up to 500mA. My device consumes 200mA. However, the
capasitors (big ones filtering power line) are charging at power on
consuming big currents. Should I do limit the current and how can I do that?
Can it be an inductor?

The spec calls for presenting no more than 10 uF as a capacitive load. If
you are going to limit the current, use a resistor.
