while the revolution is rather low?

Usually rather than increasing shaft revolutions it's better to increase
the number of poles in the generator. 1024 poles at 1 rpm is equivalent
to 2 poles at512 rpm.

In frequency, yes. But to get a useful voltage out at 1 rpm would require a
very large number of turns in the coil and/or a truly massive amount of
magnetic flux.

I think that the more usual approach is to use proper blade design to
increase blade speed, coupled with special generators/alternators that are
afficient at lower speeds.

Frequency & voltage go together. Yes you would need strong magnets
(rare earth) and lots of turns, but that is a lot more efficient than
gearing the shaft speed up by 512 times.
