Control circuit for a heat chamber

I have been given a project to develop a control circuit for a heat chamber. The heat is been produced by a gas cylinder which heats up the water from the tank.
My assignment is that I should come up with a circuit that will always check for water in the tank and also check for gas in the cylinder.
If water is available and gas is available the system should continue operation and if otherwise the system should short down so as not to damage the rotating machine .
