Hi, I have a Cooler Master 12V 0.16A PC fan that won't start spinning by itself. I need to push start it and only one led lights up instead of four. What aproach should I take to diagnose the problem?

check the voltage to the fan, make sure it's a full 12V

looks like you have taken off the sticky label ?
there may be dust in there or the motor drive cct is faulty

either way, a replacement fan is pretty cheap off ebay

Sometimes you can lubricate the fan to get a bit more life from it. It's never a long term fix, but may work until you get a new one.

The bearing is often visible under the sticker (that you have removed) -- and yeah I can see it.

I have "lubed" quite a few of these with good success, just make sure you use a light, non detergent oil. Using the wrong lubricant will just gum things up and make it worse. 3 in 1 oil works great and is readily available.
Good luck!
