Capacitor question

This is a Teac reel to reel recorder mod. A4010 SL. It powers up and Capstan motor runs. Neither reel motor runs. On the power board that is out of transformer it has a rectifier and usual collection of resistors and caps. Now my question. On this board are two electrolytic caps with a rating of 430uf. Both of these caps test at 704uf. I have never seen a cap this far out with my limited experience. What problem would this cause? Thank you.

Electrolytics typically have a tolerance band of -20%...+80%. A 430 μF (you are shure that's not 470 μF as 430 μF is an uncommon value) would be well within that tolerance band.
Besides, usually an electrolytic capacitor with higher capacity than normal is not an issue. Problems arise when the capacity falls too low.
To ensure the power supply board is working correctly you'll have to measure the output voltages.

My apologies, the cap is 470uf rather than 430uf. Thank you for the answer Harald, that is exactly what I needed to know.

If it really does read 704μF I'd test its ESR as this high a reading (from its 'normal' value) is symptomatic of poor ESR.

You have disconnected the caps to test them?
At almost double the rated value, it sounds as if the cap under test is also reading parallel circuit capacitance, or maybe paralleled with its 470 uF partner.
However, two paralleled 470u's would still be far off at a calculated 940 uF.
