Is it possible to charge 1 cell at a time with hook up wire to a dedicated ICs charging each cell independently...

So 2 rows of 4v lithiums = 10v

(A laptop battery)

But powering a device requiring 10v in series?

(I'm wondering how a laptop battery is charged? Two 10v chargers? Or individual cell charging?, )

That's possible as long as the battery stack is not discharged during charging the single cell. Also you'll have to ensure all cells are charged. If the charge level of batteries in a stack differs, the least charged battery is at risk of being destroyed due to reverse polarity during discharge of the stack.

How do you arrive a 2*4 V = 10 V? I can imagine no setup of 4 V batteries, neither in series nor in parallel, that results in this 10 V total.

But powering a device requiring 10v in series?
What's this supposed to mean? Please explain in more detail. 2 * 10 V batteries in series? Or any number of x V batteries in series resulting in a total of 10 V?

Charging batteries is a science by itself. It requires at least that you know which battery chemistry is to charged. Every battery chemistry type requires another method of charging. Want to learn more about batteries?

Lithium ion battery chargers generally charged them in series, with additional circuitry to bypass any cell that has reach full charge.
