18650 charging question

To safely charge 3 18650 batteries in series?

Your power supply can not provide the needed current rating, but it will still work.
This is made for charging 3 18650 batteries in series, if they are charged to "4.2VDC".

If you are using 18650 cells without a protection board, you should use a dedicated protection board for 3 cells in series with balancing. Something like these:
