I mistakenly posted that I had a Toshiba. It is actually a Zenith, model
    SY3272DT 32" TV, manuf. May 1997.
sound but it does not come on. No picture, no sound. It's the same with
remote or button on the set itself. I looked and no light from the
heater. It did come on, once after the set had been unplugged for about 3
    months, but hasn't since.

Also, any source for a schematic for this set?

    Thank you,

The "coming up" sound you hear, do you mean the high voltage causing
the screen to become electrostatic? What does it sound like exactly?
Start in the power supply. Check CX3416 - 100uf, 25v. Seems to be a
    common problem with this model.

Brett started a controversy when he said... :
The sound I hear is a click, very short squeal then another click. The
entire sound duration is less than a second. I believe the squeal is the
HV and the click is the relay. It sort of sounds like it tries to come on
    then nothing.

I will replace that cap, should I replace it with a higher voltage rating
    like 100uf, 35v?

    Thank you,

I don't think replacing with a 35v cap will hurt. I have a list of
other components known to go bad also. Let me know if this works. If
not, I'll send you what info I have. Good luck.
