    what happens if zener diiode is connected in parallel before a resistor

    To me that looks like the diode is just there to protect the PC0 pin from going above ~5V. Net SPEED_INP is getting divided in half, probably to comply with the voltage specs for pin PC0 and the diode is there as a safe guard in case net SPEED_INP goes above ~10V. At least that's why you normally see zeners used in that manor.

    That would be my take also, just a 5v clamp for safety.

    The Zener diode will regulate the voltage across the resistor, just as it is suppose to do.

    except there wont be any current limiting and the zener will die

    Do you think the micro will put out more than 4.7 V?
