When I turn it on, the house lights dim for a second. The receiver powers up and works well. It's just that one second when I turn it on.

I noticed it after I had a day where just about everything in the house zapped me with static electricity. Like people, pets blanket... Everything zapped me. And I did turn on the receiver that day.

Now, every time I turn on the receiver, the lights dim for a second.

I was thinking maybe it's the power switch or maybe a relay?

Sounds like current inrush to the power supply.
Once the lights have dimmed and the amp is on, turn it off and on again. It shouldn’t dim the lights as the main filter caps should still have some charge.

If it is inrush current as suggested by @Martaine2005 and if this effect has not happened before that special day, chances are that an inrush current limiting circuit may have experienced damage. In that case it may be going to be difficult to locate and repair the issue. Can you open the receiver and post some clear pictures of the mains power input section? (note: file size 300 kB or less).

Now, every time I turn on the receiver, the lights dim for a second.
Do you turn it on with a real mains switch or do you simply wake it up from standby mode?
