A BILL to amend the code of West Virginia, 1931, as amended, by adding
thereto a new section, designated Section 7-1-3oo, relating to authorizing
county commissions to adopt ordinances to reduce false alarms.



Be it enacted by the Legislature of West Virginia:

That the code of West Virginia, 1931, as amended, be amended by adding
thereto a new section, designated Section 7-1-3oo, to read as follows:

ARTICLE 1. COUNTY COMMISSIONS GENERALLY.

Section 7-1-3oo. Authority to adopt ordinances relating to false alarms.

(a) In addition to all other powers and duties they now possess, county
commissions may enact ordinances, establish a system of administration and
enforcement, assess fees and penalties, issue orders and take other
necessary and appropriate actions for the reduction and elimination of false
alarms.

(b) The provisions of any false alarm ordinance adopted by a county
commission pursuant to this section shall take precedence over any other
county ordinance pertaining to false alarms.

(c) Any false alarm ordinance adopted by a county commission shall
provide that on or before the first day of January, two thousand six, county
911 centers will only accept calls from underwriter labrotories certified
central stations and be consistent with the standards relating to burglar,
security, medical and fire alarms as established by the national burglar and
fire alarm association, the national alarm reduction association or their
successor organizations.

(d) The county commission shall appoint an alarm administrator to
administer the false alarm ordinance. In counties that have an enhanced
emergency telephone system pursuant to section six, article six, chapter
twenty-four, the enhanced emergency telephone system director shall be the
administrator. In counties without an enhanced emergency telephone system,
the alarm administrator shall be knowledgeable and qualified in the areas of
alarm systems and false alarm reduction efforts.

(e) The false alarm ordinance shall provide for the appointment of a
false alarm advisory board, which shall consist of the alarm administrator,
the county sheriff or other law-enforcement officer, a chief from a county
fire department, or his or her designee, a representative from the alarm
industry, and a member-at-large selected by the county commission to serve a
two-year term. The advisory board shall review, assist and make
recommendations concerning false alarm reduction efforts and report to the
commission.

They'd be increasing the number of false alarms, rather than decreasing
them!
They must have had UL's Policy Statement translated to them...in Pig Latin?

Applying common sense to common Law will simply get you no where in
life...as a Politician.
Something attached to the Bill must have made sense, there fore, shot down.

I found out by checking the House Bill status on the
West Virginia Legislative site. I have a call into the
Governors office to get an insight as to why he
vetoed the bill. I'll keep you informed when I find out.

Probably does have a call in, Robert. I know, first hand that Florida is
facing this exact same thing, with UL, right now. It has already started to
rear its ugly head in several areas. I attended the ECLB Board meeting in
Boca Raton, Florida last month when the Board had UL on the carpet for some
of their activities within the State. It is a hot issue right now and Norm's
position on the Board, being legislative committee chairman, would be to
communicate with other government bodies. In my position, within the
industry here in Florida, I too have called the governors office. I didn't
expect Jeb to pick up the phone, nor would I be nieve enough to think he
would, but you do get through to staff and you do get an answer. Because you
don't care for Norm, don't degrade his position. He is doing a good job for
the industry.

UL representatives were called to task? What activities were they accused
of doing that would fall under the jurisdiction of the ECLB?


The problem with Mugford is he frequently lies. He has also deliberately
made false accusations against me in a public forum, using his position on
the ECLB even though he knows there is nothing illegal about my business.


OH?? What "frequent lies"?? You've told a number of "whoppers" in this forum,
haven't you Robbert?? What about the deliberate false accusation you made
against Graham?? Don't for one minute think that *anything* you say in this
forum has any more credence than the "Reverend" Bass would at a Jehovah's
Witness Convention... You're a fraud... a liar... and a convicted felon.

If you have a call into the White House, would it be to have your
rights restored, since you lost them when you were convicted.

You constantly mention Mr. Bass that you had a telephone conversation
with me in which I "bragged" about getting a prospective client to
switch monitoring to my central station. I have never had a telephone
conversation with you Mr. Bass, that I can remember. I've explained
why I persuaded a client to switch to my central station. I'll tell you
again.
It was because I had knowledge that the competitor had filed
bankruptcy...it was public knowledge....and I proved it to the
client and that client came to my office because he knew we did
our own monitoring. Seems you have selective hearing and reading skills.
If you think back Mr. Bass, we had the conversation at the
Orange County convention center in Orlando almost 2 years ago, with
your future wife present, not on the phone.

I guess all those hamburgers clogged your memory.

with this individual personally, Bob. He's just someone about whom we'll
have to agree to disagree."

Your personal disgust for me is ok Mr. Bass.
It is the respect and industry support I get from the alarm and electrical
trades that motivate me to achieve better goals and ideals for the
industry as a whole. If you focused your distaste for me into something
constructive for the industry, you would be doing a hell of a lot better
than you are now.

There's always a "bad apple" in every barrel Mr. Bass. Too bad you have
to keep reminding everyone it's you. You have allot to offer Mr. Bass.
Try to offer it without sarcasm and disgust for people. If you look back
over the years of your posts, you take every chance to ridicule others,
without looking in the mirror. No ones perfect Mr. Bass, including you.
Anyone who would contact a persons employer to inflict harm to that
persons livelihood does not deserve respect in my book. Anyone who
has the "Bad" baggage that you carry around, should be very concerned
how you are perceived by your peers.

Mr. Bass, you know as well as I do, if I wanted to start a state
investigation
into your business practices, all I would have to do is pick up the phone
and
it would be done. I have been well represented by the AG's office in my past
State investigations that I reported. Maybe I respect the fact that you do
have input to the industry, right or wrong and as long as you do not
come off as being "anti-industry".
