I've been running this scanner and a Uniden SDS200 scanner with both units receiving the same counties on the MOSWIN P25 Phase 1 system. The whistler receives certain counties just off and on now but, before both radios were receiving all of everything at the same time. someone on the scanner forum said the memory EEPROMS were known to have problems so I replaced it but, it's still the same. Any ideas on what areas I should be checking in for such a problem would be greatly appreciated. The main board looks to have a lot of bad solder joints dull, oxidized, and just balls on the circuit board the only equipment I have is a Fluke 87V multimeter. Thanks!

I thought I would post a link to this service manual which, is pretty much the exact same radio as well as some GRE model scanners. I'm just not quite sure where I should be looking. Maybe someone more experienced than I, could maybe get an idea what section I should be checking in. Thanks! :) https://www.manualslib.com/manual/1773963/Radio-Shack-Pro-197.html

The most obvious thing to check first is your antenna input connection.
Have you moved it around lately? Wiggle the antenna connector if you're using an external input.
If this is an internally mounted antenna, make sure it's screwed-in tight.
Check the obvious first, then decide if you have a circuit problem.
(It's an oddball possibility, but I'll also mention I'd make sure the speaker itself is OK)
If you're sure it's in the circuit, the first thing I'd check there is for a dirty squelch pot that may be causing problems triggering.
