This morning we lost a phase to our small office building.
In two offices the overhead tube fixture strobed. This was continuous and very bright. It looked like half the tubes strobed and the other half were dark. The wall switch (combined switch and motion detector) had no effect. They are on a 277 V circuit.
I've been through a number of power failures including phase drops, but I've never seen this happen before.
