What is this guy doing with this circuits?

Hello,

I'm new here and not very good with electronics.
I really need help with figuring out what this guy
is doing with those circuits in this picture.

The circuit(s) you see in the picture is a square wave oscillator,
but it seems he got 2 of them connected together somehow?

What can you possible achieve by connecting 2 square wave
oscillators together like that?

Not a lot to go on. One reason to couple two such oscillator circuits is to produce the pulse sequence needed for IR detectors such as the TSOP1738 (and a lot of others).

In other words, one oscillator creates the "carrier" at 38 KHz; the other turns that carrier on and off at the needed intervals.
