What is this device called?

    There is this device that you connect it to the wall socket, and you can control the amount of Voltage that is used, and also know the amount of Current that is being drawn.
    What is this device called?

    I assume current and voltage can be controlled from the power source?

    Or is there a twist?
    Like if I controlled the current that woud change the voltage? Or would they stay constant as I change those values?

    But only the voltage OR the current can be controlled at any one time.

    Typically the voltage is regulated until the current limit is reached. At this point the current is limited to that and the voltage will fall in order to restrict the current.
